Brief History of The ministry
In August 27th,1991 Delta State was carved out of the defunct Bendel State. The Department of Youth Development was a department in the Ministry of Youths, Sports and Community Development.
In 1999, the old Ministry of Youths, Sport and Community Development was split into two. The Ministry of Youths and Sports was one of the resultant Ministry carved out. On the June 4th, 2007, the Ministry of Youths and Sports was further split into Delta State Sports Commission and the Directorate of Youth Development under the Governor’s Office.
The Directorate was upgraded into a full fledged Ministry of Youth Development by Delta State Government on November 19th, 2019.

The service charter of the Ministry of Youth Development incorprates its Mandate, Vision, Mission, Functions & Objectives, Expectations and Obligations.
The Ministry is charged with the responsibility to plan, design, develop and implement the state policies and programmes on Youth Development.
The goal of the Ministry is geared towards fostering work-discipline, positive social attitude, and stimulating entrepreneurial skills initiative and its development among Delta youths.
The Ministry of Youth Development is headed by the Honourable Commissioner who reports directly to the Delta State Executive Council. Its also has a Permanent Secretary who oversee the day to day affairs of the Ministry.
The Ministry is located in the Delta State Secretariat (Olorogun Felix Ibru Secretariat) Complex on Mariam Babangida Way, off Okpanam Road, Asaba.

To build a VIGOROUS, INNOVATIVE and PRODUCTIVE Delta Youths
Mission Statement:
To instill in Delta State youths, productive mind-set and harness available opportunities for youth development, entrepreneurship and employment.
- To be abreast with the provisions of the National Youth Policy and implement its provisions.
- To articulate relevant programmes of action for youth life skill development through mobilizing and ensuring the participation of youth in social, economic, political, technological and cultural development of Delta State;
- To collaborate with all relevants stakeholders for funding of youth developmental activities through functional linkage with other Ministries, Departments and Agencies.
- To inculcate in the youth, moral values, social justice, equity, fairness and gender equality, respect for constituted authorities and one another.
- To build synergy with Federal Ministry of Youth and Sport Development, Development, Donor Agencies and other youths inclined to drive the Ministry’s policies and programme on youth development.
- Registration, monitoring and encouraging active complementary role of Voluntary, Community and Faith-based youth Organisations in the overall development of Delta State;
- Fulfilling customers expectations

- Consideration and approval of ministerial tenders within the shortest possible time
- Easy access to youth affiliated development and investment opportunities

- Provide adequate information/required documents
- Pay mandatory fees where it is necessary and show evidence of such payments when required to do so.

- Provision of useful feedback/constructive suggestion (including complaints and constructive criticism)
Ministry of Youth Development is structured into 5 (five) departments comprising of 2 (two) professional departments and 3 (three) service departments as shown below:
- Professional Departments
- Department of Youth Enterprise and Investment Promotion,
- Department of Youth Mobilization and Leadership,

- Department of Administration,
- Department of Finance and Accounting , and
- Department of Planning, Research & Statistics.
In addition to the departments listed above we have the concomitant office of the Honourable Commissioner and that of the Permanent Secretary.

T.E.P
The Tertiary Institutions Entrepreneurship Programme (TEP) is a collaborative programme with the State-owned Tertiary Institutions. This programme is initiated by the Delta State Government to encourage entrepreneurship development.

International Youth Day/Week
“12th August” of every calendar year had been designated as “International Youth Day” by the UN General Assembly in 1999. It is a template for annual celebration of the role of young women and men as essential partners in development. It is also an opportunity to create awareness of the challenges and problems perculiar to world’s youths. “International Youth Day” celebration examines how Governments, young people, youth-led organizations and youth-based institutions, as well as other relevant stakeholders, are doing. It is believed that this will help the youths to achieve the 2030 Agenda for Sustainable Development.
African Youth Day Celebration
At the “Banjul Summit 2006” the African Youth Charter adopted and proclaimed in the Executive Council Decision (DOC.EX.CL./292 (IX) that “1st day of November” yearly should be set aside to mark the “Africa Youth Day”. It is a day set aside every year to promote the increased recognition of youth as key agents for social change, economic growth and sustainable development in all spheres of the African society. It is an occasion to acknowledge the efforts of youths on the continent and an opportunity to appreciate and encourage youths, motivate, energies their creativity.
National Youth Week Celebration
National Youth Week Celebration comes up between May 1st – 7th every year. It is a week dedicated to the acknowledgment of youth and their active participation in the development of their different communities. The celebration could be by way of recreation, drama, sport, dance, civic engagements, art, volunteerism or leadership symposium. “National Youth Week” is a time earmarked to honour youth involvement in developmental processes!

Other programmes of the Ministry of Youth Development include; Delta Youth Week Summit; Youth Empowerment Schemes, Supervision of the Delta State Youth Council, Centre for Youth Development Dialogue.

Rural Youth Skill Acquisition Programme (RYSA)
Practical / Hands-on training for beneficiaries of the programme to acquire further practical skills required for them to succeed in their chosen enterprises. This training will be carried out by Master Trainers designated across different communities in Delta State.
Tertiary Institution Entrepreneurship Programme (TEP)
Qualified candidates from the institutions listed in the TEP programme will undergo a four-weeks mandatory Entrepreneurship Masters Class (EMC). Only candidates that pass the EMC examination will be admitted into the internship phase of the programme.
Mindset & Value Reorientation Programme (MVRP)
The Mindset and Value Reorientation programme will ensure that Delta youths partake in employ-ability workshops and career fairs for undergraduates/graduates,
life-skills development programmes for Secondary Schools,
engagement of private sector for youth development opportunities and
civic engagement programmes
